Hello, please link me any tutorial or simply inform me how to do so that it showed comments only on news which had recently been added.

Are you talking about CMS (like Wordpress)? Or are you trying to create a website from scratch?

If the latter, then start by learning PHP and databases/SQL basics.

localhost with Denwer software? Do you have MySQL server installed?
How do you add news and comments?

In common way to manage news you should have installed specific web-page engine(Content Management System). If this CMS do not allow the comments management, it is possible to use some external comments system like disqus.com

Maybe he can read in Russian, so he found the forum via Google or something
(Google sometimes suggests results in different languages based on region)
